Buffalo, Rochester, and Syracuse have long operated as rivals in a competition few of them are winning. But signals are emerging: in workforce migration, infrastructure investment, and cross-regional research partnerships, that a more collaborative Upstate corridor may be both possible and necessary. This report maps four futures for how the three cities could align around shared economic strengths, coordinate on talent and housing, and present a unified identity to state and federal funders, and what forces could keep them fragmented despite the opportunity in front of them.
