Buffalo sits at the edge of one of the world’s most significant freshwater resources, and climate change is rewriting what that means. As Great Lakes water levels fluctuate, shipping patterns shift, and the region’s mild-by-comparison winters begin attracting climate migrants, Western New York’s waterfront future is anything but settled. This report examines three scenarios for how Buffalo could position its lakefront and river corridor assets in a warming world,  from emerging as a freshwater innovation hub to facing new pressures on aging infrastructure and contested public access.
